The show opens with Carol distributing cookies to people. I'm not sure if she was doing this because she was trying to be the person she used to -- the mom that baked cookies, or if she was feeling guilty about all the people that she killed. However, I think the real issue I have is that Morgan got to her. He has her questioning herself and it is completely inappropriate. Now, poor Carol is conflicted over all those that she has killed. In this new world, survivors need to get over that. Morgan, through his own insecurities, has broken Carol. The guy is dangerous.
Also, I hate how the show does this, causes characters to backtrack in their growth and realizations of how the world really is. However, in this instance, it makes a little bit of sense. Carol, and the rest of the Scooby gang, are having some actual time to reflect. Abraham and Michonne are also reflecting on how they want to go forward now that they have a moment's peace. Our beloved Carol has time to take stock and she is going through a little PTSD. Unfortunately, her self-doubt is driven by the misgivings and delusions of Morgan.

In fact, it is so costly that it may cost Carol and/or Maggie's life. Since Morgan has created self-doubt in Carol, Carol is distracted while on the perimeter with Maggie. A place that Rick doesn't think she needs to be. While Carol is arguing with Maggie, The Saviors get the drop on the two women. I'm certain this would not have happened if Carol was focused on the actual task at hand and not second guessing not only herself, but what role Maggie should take in the situation. Remember, Carol essentially took down the entire Terminus on her own. I'm fairly positive that she could take down that rag-tag group of Saviors.
I fear that Carol may try and sacrifice herself for Maggie going forward and I will be livid. Also, WTF, Morgan? What are you building? A jail? You also think you can negotiate with The Saviors? He should have been dead long ago, it is mystifying. If it were me, I'd have sent Morgan to negotiate. End of problem. It'd be his choice. My hands would be clean.
As for the massacre at the hands of the Scooby gang, yeah, it crossed a line for them. It's why I have such a hard time with the Carol plot line. The whole group moves forward in their thinking, but Carol of all people begins to struggle? I'm sorry, I'm spinning on this. I'll move on. Back to the massacre. Yeah, it was a big deal for our group. They have now moved onto killing people that aren't directly threatening them, but Rick's rationale is right. They would come, sooner or later. They have proved it with their approach to other groups. It doesn't make what they had to do any less hard.
If anything were to help ease the remorse over having to take that brutal step, it would have been Glenn seeing the photos on the wall. A collage of heads bashed in. That should give the Scooby gang some comfort that they really did do what they had to do.
Final thoughts:
Abraham -- what a dick. Just a dick move.
I love badass, bible-quoting Father Gabriel. That's a character I can get behind.
